在企业对诚信的认识还没有上升到企业发展的内在需要之前,制度约束就成为了诚信保障的守护神。劳动保障是企业诚信的一个重要窗口,最近青岛市劳动保障局在前期试点的基础上出台了企业劳动保障诚信制度,并在青岛市所有企业全面推开,力求打造“诚信企业”、“诚信青岛”。劳动和社会保障局副局长刘卫国对劳动保障诚信制度有着多层面的认识。招商周刊:劳动保障诚信制度是在什么背景下出台的?它的现实意义是什么?刘卫国:青岛市推行企业劳动保障诚信制度比较早,两年前就开始了,是在全国推广社会信用体系的大背景下进行的,今年全面展开。这一制度的出台是青岛市建设“诚信青岛”活动的重要组成部分。这项制度对贯彻执行劳动法,维护职工权益,提高企业诚信度有重要意义,将促进企业建立依法自我规范、自我约束、自我发展的劳动保障管理模式,使企业和职工都得到保障。由于市场经济的自发性,使得一些企业缺乏社会责任感,片面追求眼前经济利益,忽视职工权益。事实上,诚信是企业立业之本,只有诚信才有竞争力,诚信与品牌、核心竞争力是统一的价值链,是企业发展的内在要求,不仅仅是对企业的约束。

Due to the spontaneous nature of the market economy, some enterprises lack the sense of social responsibility, one-sided pursuit of immediate economic interests, and neglect of employees’ rights and interests. In fact, honesty is the foundation of business. Only good faith can be competitive, honesty and brand, and core competitiveness is a unified value chain. It is an inherent requirement of the enterprise development, not just a constraint on the enterprise.
