通过扩权、让利、减税措施和承包经营责任制的普遍推行,使建筑企业的经营机制从僵化、半僵化向有动力约束型转变;但从治理整顿、深化改革的角度看,承包经营责任制还没有使建筑企业的经营机制得到完善,企业的生机和活力问题还没有从根本上解决。通过对承包制和股份制的分析比较,笔者认为只有实现由承包制向股份制过渡,才能使建筑企业的经营机制得以完善。不久前,国务院批转国家体改委《在整顿治理中深化企业改革、强化企业管理的意见》中明确提出继续进行股份制,搞好股份制试点。

Through the analysis and comparison of the contracting system and the joint-stock system, the author believes that only by achieving the transition from the contracting system to the joint-stock system can the construction company’s operating mechanism be improved. Not long ago, the State Council approved the National Development and Reform Commission’s “Opinions on Deepening Enterprise Reform and Strengthening Corporate Management in Renovation and Administration” to explicitly propose to continue the joint-stock system and do a good job in joint-stock pilot projects.
