  Former Microsoft Corp. executive Lu Qi was appointed president and chief operating officer of China’s search engine giant Baidu on January 16, in a major push to help the company gain an edge in its latest profit driver—artificial intelligence.
  Prior to joining Baidu, Lu served as Microsoft’s global executive vice president and led one of Microsoft’s three business units. Lu will oversee all of Baidu’s business units—from products and technology to sales and marketing—and report to Baidu Chairman Robin Li.
  Lu received bachelor’s and master’s degrees in computer science from Fudan University in Shanghai and a PhD in computer science from Carnegie Mellon University in the United States. He holds over 40 U.S. patents and has authored many papers in his field.
   Guiding Extracurricular Training

  The size of the extracurricular training market in China reached 800 billion yuan ($116.5 billion) in 2016, with 7 million to 8 million teachers, according to a report recently published by the Chinese Society of Education. In spite of the large size, the market is plagued with multiple problems.
  The quality of training agencies cannot be guaranteed. Teachers are key to determining the quality of training. However, there is no objective standard for judging the qualifications of teachers offering their services through training agencies. Some parents are suspicious of the overall expertise of such teachers. Moreover, such agencies often compile their own teaching materials. Whether they are useful and effective is unclear. In addition, parents are subject to the risks of training agencies closing down and running away with their money. A dozen such cases were reported nationwide in 2016.
  Extracurricular education is complementary to full-time school education and has ample reason to exist. However, necessary supervision is required to regulate the market. The threshold for the industry should be raised. For instance, there should be relevant standards for training content, teachers’ qualifications and student assessment.
  Moreover, the responsibilities of various government departments involved in supervising the sector should be clarified. Educational authorities should assume the main responsibilities, while departments of industry and commerce and civil affairs should cooperate with educational departments to ensure the sector’s healthy development.

  President Xi Jinping has formed his theory on national governance since he was elected General Secretary of the Communist Party of China Central Committee in November 2012.
  Xi’s thoughts on governance are exemplified by the Four-Pronged Comprehensive Strategy, which calls for completing the process of building a moderately well-off society, pursuing an all-round in-depth reform, implementing a comprehensive framework for promoting the rule of law and launching an all-out effort to enforce strict Party discipline, and the philosophy of innovative, coordinated, green, open and shared development. It exhibits three characteristics:
  First, it reflects Xi’s ability to grasp the overall situation and his long-term perspective. Without a strategic vision, it’s impossible to maintain the stability of a nation with a population of over 1.3 billion and an area of 9.6 million square km, and to realize the rejuvenation of an ancient nation made up of 56 ethnic groups.
  Second, Xi’s thoughts were developed with the aim of solving problems China presently faces. Since the reform and opening-up drive began in the late 1970s, China has experienced over three decades of rapid growth, with an average annual growth rate of 9.8 percent. But, after so many consecutive years of high-speed growth,downward pressure is increasing and the wealth gap is widening. Xi’s thought is directed at solving these prominent problems.
  Third, Xi’s thought on governance centers on the people. For instance, when Xi elaborated the Chinese dream, he said, “The Chinese dream is in essence the people’s dream and should therefore rely on the people to be realized and to bring benefits to the people.”
   Food Scandal Underlines Loose Supervision

  The Beijing News recently uncovered around 50 factories producing fake versions of widely used food seasonings and sauces in Duliu Town, Jinghai District of Tianjin. The seasonings were made of materials harmful to health, such as industrial salt. The products were labeled with famous brand names such as Nestlé and sold to outlets in Beijing, Shanghai and several provinces all over the country.
  It was reported that the town has been producing fake seasonings for over 10 years. How have the factories managed to do so? Most plants, hidden in yards surrounded by high walls, are difficult to discover. The counterfeit producers notified each other of government inspections and sold their products only to established customers.   Nevertheless, the local government apparently knew about the operations, as it launched several crackdowns on the plants in 2009, 2010 and 2011. The campaigns, however, were ineffective. Loose law enforcement is to blame for the illegal practices existing for so long. A producer reportedly said as long as one bribes the authorities, he or she can avoid punishment.
  In response to the report, a thorough investigation has been carried out by a law enforcement group of over 200 local government staff. Illegal manufacturers will be closed and fake products will be blocked from entering the market. All those involved in law violations will be punished.
  The case has once again underlined food safety problems in China. Although food safety has improved overall in recent years, it still has some way to go to satisfy people’s expectations. In order to ensure public health, government scrutiny should be tightened.
  NEW NAVY COMMANDER
  Lieutenant Admiral Shen Jinlong has been appointed as the new commander of the People’s Liberation Army (PLA) Navy.
  Shen, 60, had been commander of the PLA Navy’s Lushun Logistics Support Base and, previously, commander of the 10th Destroyer Flotilla under the North Sea Fleet. In 2010, he was appointed president of the Dalian Naval Academy and promoted to the rank of rear admiral. The following year, he became president of the Naval Command College in Nanjing.
  In the summer of 2014, Shen led three warships to take part in the Rim of the Pacific Exercise in Hawaii. He was appointed deputy commander of the South Sea Fleet in August the same year and commander of the fleet four months later. He was promoted to lieutenant admiral in July 2016.
