Since the reform and opening up, basic health and anti-epidemic agencies in more economically developed regions have basically or completely escaped the state of economic shortage. This is the obvious result of the dual compensation mechanism that the government has implemented in combination with financial appropriations and income-generating compensation. However, the facts confirm that the lack of an economy does not mean that there is no shortage of work. As the public function of the public health and disease prevention unit of the public agency, the additional paid services of the function have obvious differences in the function conversion, which causes contradictions between the economic benefits of the unit and the social functions. Driven by the interests of groups, it is prone to income generation tilt and expansion.
