“三个代表”重要思想为我们做好新形势下的干部工作提供了创新视角:要立足高的起点、坚持与时俱进、克服体制障碍。在干部选拔标准的创新上,要坚持把握政治坚定可靠、具备现代素质、得到群众拥护三个必备条件;在干部政策机制创新上,要完善科学合理的干部进出关系、建立合理调节军官利益关系的福利待遇制度、构建与国际接轨的干部分类管理体系;在干部管理机制创新上,要创新干部评价机制、干部选拔机制、干部工作监督机制。
The important thinking of the ’Three Represents’ provides an innovative perspective for doing a good job in cadre work in the new situation: we must base ourselves on a high starting point, adhere to keeping pace with the times and overcome institutional obstacles. In the innovation of cadre selection criteria, we must persist in grasping the three prerequisites for being firm and reliable in politics, possessed of modern qualities and gaining the support of the masses. On the innovation of cadre and policy mechanisms, we must improve the scientific and rational cadre-in and exit relations and establish a reasonable regulation of the interests of officers Welfare system and establish a cadre management system that is in line with international standards. On the innovation of cadre management mechanism, we must innovate the cadre evaluation mechanism, the cadre selection mechanism and the cadre work supervision mechanism.
