用人导向是最根本的导向。导向正了,风才能清、气才能正,人心就顺;导向不正,则会涣散党心、冷了人心,污浊政治生态的源头。《干部任用条例》实施一年多来,集中整治突出问题,有效防治官场陋习,用人导向更加鲜明,遵规守纪渐成自觉,政治生态明显好转。然而,从中央巡视组反馈的问题清单看,仍有一些单位存在选人用人风气不正的问题:任人唯亲,私用滥用人权,搞小山头小圈子小团伙;
