围绕社会主义市场经济体制的建立,供销社企业如何转换经营机制,增强经营活力,提高企业素质,大踏步地走向市场,这是供销社当前深化改革的重心所在。构成企业经营机制的两个基本要素是自主经营和自负盈亏,二者之间互为制衡条件,缺—不可。一方面,只有在企业自主经营的条件下,才有理由要求企业自负盈亏;另一方面,只有实行自负盈亏,才能约束企业正确行使自主权,形成最有效的约束机制。随着政企职责的分开和市场环境的逐步形成,企业实现自主经营的条件渐趋成熟,改革的重心将转到如何有效地实现自负盈亏上
