“科学技术是第一生产力”。这是一个放之四海而皆准的普遍真理。然而,科技是第一生产力这个普遍真理在各个国家的具体表现却是千差万别的。在有些国家,科技向生产力的转化速度较快,效率较高;而在另一些国家,科技向生产力的转化速度较慢,效率较低。在资本主义国家中,日本可以说是在科技向生产力转化方面搞得相当成功的一个典型。本文将首先讨论日本科技高速度、高效率地向生产力转化的主要表现及其原因,然后结合日本的经验,对我国科技发展提出若干建议。
“Science and technology are primary productive forces”. This is a universal truth that is universally applicable. However, the concrete manifestation of the universal truth that science and technology are primary productive forces in various countries is vastly different. In some countries, science and technology have been transformed to productivity faster and more efficiently; while in other countries, science and technology have been transformed into productivity more slowly and with less efficiency. In the capitalist countries, Japan can be said to have been quite typical of the successful transformation of science and technology into productive forces. This article will first discuss the main manifestations and causes of Japan’s high-speed and efficient conversion of productive forces to productive forces, and then make some suggestions on the development of science and technology in China based on Japan’s experience.
