The “16th National Congress” is undoubtedly the hottest word in 2002. The first grand gathering of the Communist Party of China in the new century has brought together the eyes of the world. Public opinion at home and abroad sees the conference as a watershed: on the one hand, the CPC has enriched its own theory; on the other hand, the two generations of leaders have completed the transfer of power. Although the time has come for an individual to have a decisive impact on history, the change of leader as a political party holding the big power of 1.3 billion people remains the most eye-catching event. 11
