Beginning in the late 1970s, China began the historic reform that aimed at establishing a socialist market economic system and achieved tremendous achievements. The reform has liberated and developed social productive forces, the reform has brought about improvements in the people’s livelihood, and the reform has brought the Chinese economy and the world economy together. In short, the reform is pushing for the peaceful rise of China. However, some social contradictions also emerged during the reform process, such as the widening gap between the rich and the poor and the differences in the region, the emergence of the moral crisis and the credit crisis, the prominent labor-management conflicts and so on. It is against this backdrop that the black brick kiln incident in Shanxi was uncovered. This makes us have to consider: the cost of the reform of China’s market economy, the bottom line issue.
