This article analyzes rural residents’ perceptions of health care and prevention services, willingness to pay, and the actual use of health services, and compares the gap between rural residents and health service providers. The results suggest that rural residents have a strong sense of health and protection, a higher willingness to pay for medical and preventive services, and a large gap with suppliers’ judgments. Due to the shortage of suppliers, rural residents use less of the protection services. The supplier did not provide appropriate services and knowledge based on the actual needs of the residents. The residents’ health and anti-insurance awareness were not the main reasons why the anti-insurance function could not be implemented.
