条条大道走四方 人们常用“八山一水一分田”来形容福建,加之福建位于台湾海峡西岸,长期以来,由于地处“前线阵地”,整体地形相对复杂,因此基础设施建设一直滞后,诸如高速公路建设设想虽早,却起步晚。改革开放后的九十年代,福建省委作出了加快高速公路建设的战略决策,制定了沿海高速公路的交通发展规划。按照既定计划,这条高速公路是国家“两纵两横”公路主骨架中“沿海大通道”(同江至三亚)的组成部分。同时,它把福、莆、泉、厦、漳诸市连成一体,又通过“104”、“316”、“319”等国道和省道三郊线向内地辐射,从而成为福建经济发展“龙头”的“大动脉”。
