我国西部大开发标志性工程——中国石油独山子石化千万吨炼油、百万吨乙烯工程项目,是中国石油迄今为止,在国内最大的炼化一体化项目,一次性总投资达300亿元。该项目4年建设期间,在有效工期内平均每天资金流出3000万元的情况下,确保了项目投资不超、工程质量优良、管理人员不倒。为此,本刊记者赴新疆,对独山子石化分公司大项目监管经验进行实地采访,希望他们的做法能够为国有企业项目管理以及预防工程建设领域腐败提供借鉴。
