福建省卫生厅制定下发了《福建省城市卫生技术人员到县或乡卫生机构定期工作的实施办法(试行)》。(1)从1999年1月起,实行城市卫生技术人员到县或乡卫生机构定期工作的制度,并与职称晋升挂钩。(2)城市卫生技术人员到农村定期工作的选派范围和对象是城市二、三级医院的临床医师和主治医师。省级综合性和专科医院及非卫生系统所属城市三级医院的医师晋升主治医师之前必须到县级医院或乡镇卫生院连续工作半年,主治医师晋升副主任医师之前必须到县级医院连续工作半年;地(市)级综合性和专科医院及非卫生系统所属城市二级医院的医师晋升主治医师之前必须到乡镇卫生院连续工作半年。省、地(市)级综合性和专科医院的主治医师先行试点,2000年起,全面展开。(3)城市卫生技术人员到县或乡镇卫生机构定期工作期满时,必须进行业绩考核,考核结果存入其
