(一) 放开一线,管严二线,实行某些或全部自由港政策,这是深圳谈了多年的老问题了。由于这个问题比较复杂,以往的探讨未能取得令人满意的成果,因而未能形成新的开放政策。如今,旧话重提,表明深圳特区的经济发展,已经到了不能不正视这一问题的地步。对深圳特区两难处境问题的提出,正预示着重新探讨这一重大问题的开始。所谓深圳特区目前所面临的两难处境,指的是,放开一线后,可能会对内地市场产生较大冲击,因而须以二线的严格管理来抵御,但若加强二线管理,又可能给深圳特区的原材料供应和产品销售带来较大困难,因而何去何从,无从抉择。如果仅就目前的条件和机制来谈放开一线,管严二线,笔者是同意深圳特区正面临两难处境的判断的,并且认为这将是一道无法逾越的障碍。但若撇开现有的条件和机制,从两难处境形成的原因去展开探讨,那么所谓的两难处境,就不过是特定条件下的一种短暂现象,而且是可以克服的。 (A) Letting go of the first line and second-line control and implementing some or all of the free-harbor policies is an old question that Shenzhen has been talking about for years. If only talking about the current conditions and mechanisms to let go of first-line and second-line controls, I agree that the Shenzhen Special Administrative Region is facing a dilemma and will consider it an insurmountable obstacle. However, leaving aside the existing conditions and mechanisms and proceeding from the causes of the dilemma, the so-called dilemma is nothing more than a transient phenomenon under certain conditions and can be overcome.
