(一) 放开一线,管严二线,实行某些或全部自由港政策,这是深圳谈了多年的老问题了。由于这个问题比较复杂,以往的探讨未能取得令人满意的成果,因而未能形成新的开放政策。如今,旧话重提,表明深圳特区的经济发展,已经到了不能不正视这一问题的地步。对深圳特区两难处境问题的提出,正预示着重新探讨这一重大问题的开始。所谓深圳特区目前所面临的两难处境,指的是,放开一线后,可能会对内地市场产生较大冲击,因而须以二线的严格管理来抵御,但若加强二线管理,又可能给深圳特区的原材料供应和产品销售带来较大困难,因而何去何从,无从抉择。如果仅就目前的条件和机制来谈放开一线,管严二线,笔者是同意深圳特区正面临两难处境的判断的,并且认为这将是一道无法逾越的障碍。但若撇开现有的条件和机制,从两难处境形成的原因去展开探讨,那么所谓的两难处境,就不过是特定条件下的一种短暂现象,而且是可以克服的。

Today, the old saying goes again, which shows that the economic development of the Shenzhen Special Economic Zone has reached the point where it can not but address this issue. The proposal of the dilemma situation in the Shenzhen Special Economic Zone is an indication of the beginning of revisiting this major issue. The so-called dilemma that the so-called Shenzhen Special Administrative Region is currently facing means that after the first-line liberalization, it may have a greater impact on the mainland market and should therefore be resisted by the second-tier strict management. However, if the second-tier management is strengthened, it may give Shenzhen Special Economic Zone The raw material supply and product sales bring greater difficulties, so go from here, no choice. If only talking about the current conditions and mechanisms to let go of first-line and second-line controls, I agree that the Shenzhen Special Administrative Region is facing a dilemma and will consider it an insurmountable obstacle. However, leaving aside the existing conditions and mechanisms and proceeding from the causes of the dilemma, the so-called dilemma is nothing more than a transient phenomenon under certain conditions and can be overcome.
