我认为邮电通信企业应以提高通信效能来实现提高经济效益。我想从通信效能的三个组成部分,谈谈通信效能与经济效益的关系。1.通信质量与经济效益通信质量是通信效能的重要组成部分。质量的高低,不仅影响企业的经济效果,而且影响全社会的经济效益。目前设置的通信质量指标大致可分三类: 一、差错率,即长话、电报服务差错率,邮件丢失损毁也属于这一类。降低这些指标,靠提高职工政治和业务素质,不需增加很多开支,如差错很多,有时要赔偿损失,还会造成用户的经济损失和不良的政治影响。二、通信时限。象长话、电报的逾限率,邮件的延误、差错率等。从企业成本角度看,降低这些指标,除挖潜外,有时需要增人增设备;但从社会经济效益看,提高邮电通信的传递速度作用是很大的。
