国有企业的改革方向是转变经营机制,使企业成为自主经营、自负盈亏、自我发展、自我约束的经济实体。1984年以来,我国从深圳、上海到内地一些地区开展股份制试点。取得了一些初步的经验。事实证明,股份化经营是国有企业改革的有效方式之一。那么,作为国有企业重要组成部分的国营外贸企业,是否同样适合实行股份化经营?其依据、作用是什么?将遇到哪些问题及有何对策?这些问题至今未在理论界引起必要的关注,本文试图就此谈一点粗浅看法,以求教于学术界同仁和实际工作中的同志。
The reform direction of state-owned enterprises is to transform the operating mechanism so that the company becomes an economic entity that operates autonomously, assumes its own profits and losses, develops itself, and is self-restrained. Since 1984, China has conducted joint-stock pilots from Shenzhen and Shanghai to some regions in the Mainland. Made some preliminary experience. Facts have proved that share-based operation is one of the effective ways for the reform of state-owned enterprises. Then, are the state-owned foreign trade enterprises, which are an important part of state-owned enterprises, equally suitable for the implementation of share-based operations? What are their basis and roles? What problems will they face and what solutions will they have? These issues have not yet attracted the necessary attention in the theoretical community. This article attempts to talk about a little superficial view on this, in order to seek advice from colleagues in the academic community and comrades in practical work.
