Compared with the market transaction costs, the non-market transaction costs are more widely distributed and more subtle, and they can better characterize the institutional environment differences among countries. Therefore, the measurement is more challenging and valuable. This paper divides the measurement of non-market transaction costs into four categories: market entry regulation, factor market regulation, judicial regulation and other regulations, and then reviews the literature on the reverse economic effects of each type of non-market transaction costs. The measurement of non-market transaction costs and its application have been fruitful in advancing the research of system quantification and the relationship between system and economic growth. Finally, aiming at the deficiency of existing research, further research directions are put forward.
