采矿工业的高速发展,需要增加安全费用,保证采掘工作的安全。是否能安全采掘,很大程度上取决于冲击地压煤、岩石和瓦斯突出防治方法的效果。评定防治措施之效果非常复杂。设计阶段不可能对采掘方法的选择有影响的多种因素进行考虑,因为这些因素只有在开采过程中才能充分显现出来(地质破坏带中的煤柱影响,岩体中突出危险砂岩的变化等)。只有利用以往的标准进行模拟试验,才能对采矿技术条件进行客观的分析。
