The Government of Japan disclosed that more than 16,000 persons with disabilities had been subjected to forced sterilization for more than 40 years and that they did not intend to apologize or compensate for it. According to officials from the Ministry of Health and Welfare, 11 356 women and 5 164 men suffering from mental disorders and genetic diseases were sterilized with the approval of the government from 1945 to 1995. These procedures, including vasectomy and hysterectomy, were performed at public institutes under the Eugenics Protection Act. The Eugenics Protection Act was abolished in 1996.
