近几年,随着我国加入WTO,工程建设项目组织方式的改革逐步深化,项目法人责任制、工程监理制、招标投标制和合同管理制在许多地方顺利实施,这些改革为一些大型工程实行工程总承包这种国际通行的工程建设项目组织方式打下了良好的基础。2003年初,建设部下发的《关于培育发展工程总承包和工程项目管理企业的指导意见》为施工总承包企业的发展明确了方向。据相关部门预测,今后工程总承包市场将是一个规模大、具有很强吸引力的市场,如何打造具有国际竞争力的工程总承包商,将成为当前国内施工总承包企业面临的重要战略方向。
