According to the statistics of Japan Shipowners Association and Japan’s Ministry of Transport, the present situation of Japan’s overseas tonnage of merchant vessels is as follows: Japanese-style ocean-going vessels above 2000 GT and foreign charter vessels (except passenger ships, ferries and other special vessels) team. In the summer of 1995, the scale of Japan’s COSCO merchant fleet was 1999, 64.36 million gross tons and 98.74 million tons, an increase of 9 vessels, 3.31 million gross tons (5.4%) and 4.84 million tons (5.2%). Among them, the number of ocean-going vessels Japan has reached 218, 13.85 million gross tonnage and 21.68 million tonne tonnage, a substantial decrease of 62 vessels, 2.82 million gross tonnage (16.9%) and 4.69 million tonne tons (17.8% ). On the other hand, the number of foreign charter vessels reached 1781, 50.51 million gross tonnage and 77.66 million metric tons, representing a substantial increase of 71 vessels, 6.13 million gross tons (13.8%) and 9.53 million tons (14.1) as compared with the previous year %). It can be seen from this that the proportion of Chinese-owned and foreign charters in the summer of 1995 reached 1: 3.6 in terms of weight tons. Japan’s post-war ocean-going fleet size, in terms of weight tons, peaked in 1978, reached 113.84 million tons, and then decreased year by year, to 76% of peak value in 1987, followed by a slight recovery, recovery in 1995 To the peak of 85%. However, from the perspective of Japanese ships, the number has dropped from 1976 onwards and decreased to 36% of the peak value in 1995. In addition, the composition of the ship from the point of view, dry cargo ships accounted for 65.1%, 34.9% oil tankers. Among them, the Japanese ocean-going vessels occupy a high share of the vessels are ore carriers (62.2%) and coal-only vessels (100%).
