目前,我国正在实行市场经济体制改革,医疗和卫生防疫机构也同样面临着市场经济的挑战。由于机制的转换和农村生产责任制的推行,各级血防机构大多面临着经费不足、设备落后等一系列问题。近年来,部分血防单位在开展血防活动时,开始采取向居民部分或全部收费或分摊血防义务工的方法,以弥补经费的不足。但是,我们有必要研究这种做法是否会对血防事业及资源使用公平性带来影响。为此,我们于1999年12月对湖南省血吸虫病疫区居民血防费用及义务工的支付意愿进行了调查,现将结果报告如下。
At present, China is implementing a reform of the market economy system. Medical and health and anti-epidemic agencies are also facing the challenge of a market economy. As a result of the transformation of the mechanism and the implementation of the responsibility system for rural production, most of the schistosomiasis institutions at all levels are facing a series of problems such as insufficient funds and backward equipment. In recent years, some schistosomiasis units have begun to adopt partial or full payment methods to the residents or to share the schistosomiasis obligation when they are conducting schistosomiasis control activities to make up for the lack of funds. However, we need to study whether this practice will have an impact on schistosomiasis prevention and the fair use of resources. Therefore, in December 1999, we investigated the schistosomiasis burden of schistosomiasis-infected residents in Hunan Province and the willingness to pay volunteers. The results are reported below.
