作为一种新兴科技,转基因技术在快速发展的同时也带来了风险。各国政治、经济和文化的差异,决定了不同的转基因风险治理方式。本文从转基因风险的治理原则、治理模式、公众风险认知、风险沟通等方面,总结了美国、欧盟和日本等国的经验。面对中国当前转基因风险治理的现状与困境,在借鉴国外经验的基础上,需要进一步阐释风险治理与协商民主、风险沟通、风险认知的关系,建立转基因风险治理的逻辑链条,并思考政府和公民在转基因风险治理中应该如何重新定位的问题。
As a new technology, the technology of genetically modified (GM) has brought with it rapid development. The political, economic and cultural differences between countries determine different ways of managing genetic risks. This article summarizes the experience of the United States, EU and Japan from the aspects of governance principles, governance modes, public risk perception and risk communication of GMO. Faced with the current status quo and predicament of GMO governance in China, drawing on the experience of other countries, we need to further elucidate the relationship between risk management and consultation democracy, risk communication and risk perception, establish a logical chain of GMO governance, and consider the relationship between government and Citizens should be how to reposition themselves in the governance of GM risks.
