作为新一轮国资国企改革的发展主线,上海广大国企集团既面临“资产资本化、资产证券化”的紧迫需求,又需要在上海“创新驱动、转型发展”的大趋势中创新发展方式,加快上海国有企业向市场化程度高、创新能力强的企业群体转变。伴随这一进程,国有集团传统管控模式势必受到挑战。加上经济危机余波未退却,通胀压力加大,人力成本和原料成本上涨等诸多不明朗因素夹击下创新国资管理体制和国企集团管控模式正成为全市国资监管部门和广大国资国企关心的重大问题。
As a new round of the development thread for the reform of state-owned enterprises in Shanghai, the vast majority of state-owned enterprises in Shanghai are faced with the urgent need of “capitalization of assets and asset-backed securities” and innovation in the general trend of “innovation-driven and transformational development” in Shanghai Development mode and speed up the transformation of the state-owned enterprises in Shanghai into a group of enterprises with a high degree of marketization and innovation capability. Along with this process, the traditional control and management model of state-owned groups is bound to be challenged. Coupled with the fact that the aftermath of the economic crisis has not retreated, inflationary pressures have intensified, and human resource costs and raw material costs have risen sharply, the innovative state-owned assets management system and the state-owned enterprise group management and control model are becoming the major concerns of the state-owned assets supervision and administration departments and the vast number of state-owned state-owned enterprises.
