近日,为更好地推进“一个总部、三个厂区”的运作管理模式,真正实现合二为一,实现“1+1>2”的融合目标,中船黄埔文冲船舶有限公司印发了《进一步深化融合发展实施方案》,该方案对深化融合总体原则、具体业务管控模式予以明确公布了新一轮机构调整方案。新机构自2015年1月1日起正式运作。
《方案》指出,要按“一个总部、三个厂区、五个生产单元”的管理模式,继续深化总部管控模式,集中职能管理,统筹安排该公司长洲、文冲、龙穴三厂区生产单元活动。属于专业业务管理范畴的职能全部集中至黄埔文冲公司总部;文船公司法人地位仍然保持不变,其职能管理与总部职能管理全面重合;强化五个生产单元(造船事业一部、造船事业二部、修船事业部、广州黄船海洋工程有限公司、广州文船重工有限公司)与生产组织管理密切相关的职能。
《方案》明确指出,根据集中职能管理的要求,将对黄埔文冲总部与文船公司职能部门进行整合,总部职能管理直接重合覆盖到文冲厂区。对于文船公司,总部的职能部门即为文船公司的职能部门,部分职能部门根据业务管理需要实施实体派驻管理。

Recently, in order to better promote the operation and management mode of “a headquarters, three plants”, really realize the harmonized development of merged CSSC Guangzhou Huangpu Shipbuilding Co., Ltd and Guangzhou Wenchong Shipyard Co., Ltd., CSSC Huangpu Wenchong Shipbuilding Co., Ltd. issued the "Plan for further promoting the harmonized development" including general combination principles and business management mode. Based on the plan, a new organization adjustment scheme was announced and will be executed since January 1, 2015.
The operation and management mode of "a headquarters, three plants, five production units" in the plan continues to deepen the headquarters control mode, the centralized function management and overall production arrangement of five production units in the three plants including Changzhou, Wenchong and Longxue.
