政策终结是一种相当复杂的分析性及政治性过程,目前更多的是一种学术研究,现实中的成功案例少之又少。近代政府倾向于永无止境地制定规则和条例,已从逻辑上证明了政策制定权由立法机关向行政机关的分化。政策制定权的分化是社会治理的需要,却尴尬地沦为社会治理的掣肘,以政策制定话语权的垄断挟持了政策的公正性,并制约行政主体的能动性。风险社会增加了社会行动者的相互依赖,也要求赋予社会个体更多自我表达的权利。对维护单项控制型政府管理模式及其特殊利益而生成的相关政策的终结,是促进知识型公务员的角色生成、尊重公众对公共利益感知、回应服务型政府的本质诉求、理顺公众幸福感与公共政策逻辑关系的必然选择。
