As early as 1965, Voith Company of Germany produced the L2r3 hydraulic steering gear and carried the loading test on a 240 horsepower shunting locomotive. On this basis, VOith has successively developed five hydraulic power steering gearboxes with different power ratings ranging from 150kW for small shunting to 1400kW for large general purpose diesel locomotives.
