编者按:新的兵役制度实行后,士官队伍增大、管理问题增多,士官管理如何适应军队现代化建设的要求成了一个亟须研究的问题。本文作者以建设一支政治思想坚定,专业技术精湛,作风纪律严明,整体素质过硬的士官队伍为目标,对士官队伍出现的新变化进行了分析研究,提出要充分发挥士官的骨干作用,改进士官队伍的管理教育内容,创造拴心留人的环境。刊登于此,希望广大带兵干部在能够有所启迪的同时,提出自己在队伍管理上的看法、见解,经验或经历,共同探讨新形势下的带兵之道。
Editor’s note: After the implementation of the new military service system, the ranks of non-commissioned officers have increased, the number of management issues has increased, and how the non-commissioned officers management has adapted to the requirements of the modernization of the armed forces has become an urgent issue that needs to be studied. The author of this paper aims at building a team of non-commissioned officers with strong political ideology, professional and skilled workmanship, strict work style and excellent overall quality. The author analyzes the new changes that have appeared in the ranks of non-commissioned officers and puts forward that we should give full play to the role of non-commissioned officers and improve the non- Team management education content, create a tethered environment to stay. Published here, I hope that the majority of cadres of the armed forces can be enlightened at the same time, put forward their team management views, insights, experience or experience to jointly explore the new situation under the guidance of troops.
