On December 22, Shandong Provincial Government solemnly held the welfare lottery in Shandong Province in 2005 to issue a breakthrough of 5 billion yuan in recognition of the General Assembly. Minister Li Xueju of the Ministry of Civil Affairs and governor Han Yuqun of the provincial government attended the commendation ceremony and made speeches. The ceremony was presided over by Vice Governor Xie Yutang. Chen Chuanzhong, director of Zhongcai Center and Yang Jinjing, director of Provincial Civil Affairs Department, attended the ceremony.
