能源效率指标是能源利用水平的量化,主要分为单要素指标和多要素指标。单要素指标包括热力学指标、物理——热量指标、经济——热量指标和纯经济指标;多要素指标包括能源要素配置效率指标、能源利用效率指标和能源经济效率指标。能源效率的度量是通过能源投入量与服务产出量的比值来进行刻画。从生产角度看,能源效率与生产成本和利润紧密相连,是取得利润最大化的手段;从消费角度看,能源效率则是支付效应的表现;从宏观管理角度看,能源效率问题是各类能源的功能、对社会的影响和对社会经济活动的贡献等综合的结果。
