当前与其他图书馆一样高校图书馆一方面面临着信息产业的严峻挑战,另一方面图书馆的生存和发展归根到底取决于人才。对图书馆来说,有计划地提升有能力的人员,以满足职务对人的要求。多年来高校图书馆传统的人事管理以“权”为本,忽视了以“人”为本的人力投入,造成了图书馆人力资源的流失和浪费。文章阐述了实现人力资源的规划以及管理是实现新世纪高校图书馆发展战略目标的关键环节。
At present, like other libraries, the university library faces the severe challenge of the information industry. On the other hand, the survival and development of the library depend on the talents in the final analysis. For libraries, there are plans to upgrade capable people to meet the job requirements of people. Over the years, the traditional personnel management of university library has been based on “rights ”, ignoring the manpower input based on “people ”, resulting in the loss and waste of library human resources. The article expounds that the realization of human resources planning and management is the key link in realizing the strategic goal of university library in the new century.
