There are about 5.9 million mothers in the United States without any form of medical insurance. Although most of these mothers come from working families, they still can not get any government-subsidized medical insurance unless their household income is well below the poverty line. In recent years, the government has strengthened the coverage of health care for children from low-income families through the Madicaid Program and state child health insurance programs (SCHIPs), but little has been done for the mothers of these children. Some states set out to transform SCHIPs into home-based insurance programs that protect both children and adults. The Republican and Democrats are brewing to support this transition in health care in all states through the so-called “Family Care Act,” in an effort to increase the way the federal funds provide
