文章分析了影响《征信业管理条例》实效性的若干因素,包括法律自身因素、法律主体因素、经济社会因素,之后从规范征信业发展方面、保护信息主体权益方面、推进社会信用体系建设方面对《条例》的实效性进行了评析,最后从营造良好的经济社会环境、健全征信法律法规体系、提高法律主体素质提出了提高《条例》实效性的政策建议。
This article analyzes several factors that affect the effectiveness of the “Regulations for the Management of Credit Information Industry”, including the factors of the law itself, the legal subject and the economic and social, and then promotes the construction of the social credit system in terms of standardizing the development of credit information industry and protecting the rights and interests of the main body of information In the end, the article analyzes the effectiveness of the “Regulations”. Finally, from the creation of a good economic and social environment, the sound legal system of credit information, and the improvement of the quality of the law subject, the paper puts forward some policy suggestions to improve the effectiveness of the “Regulations.”
