从2000年开始,越南政府在世界银行贷款项目的资助下,经过4年多的时间,综合运用咨询模式、精算建模、项目反应模式等研究方法,对越南小学教师专业标准进行研制。研制在政府开发的原型标准基础上进行,经过草拟、讨论、试点、试验和实施五个步骤。项目组对27 000多名小学教师进行了大规模评价活动;1 000多名评价员接受培训;形成了一套小学教师专业标准框架;政府相关数据管理系统投入试运行。在小学教师专业标准的研制过程中,越南政府借助世界银行资助和国外专家的智力资源,并鼓励一线教师、校长、教育行政人员等利益相关者充分参与教师专业标准的制定,以确保标准的适切性、公平性和有效性。
Since 2000, under the financial support of the World Bank Loan Project, the Vietnamese government has developed the professional standards for primary school teachers in Vietnam after more than four years of comprehensive application of research methods such as consultation mode, actuarial modeling and project response mode. Development of the prototype developed by the government on the basis of the standard, after drafting, discussion, pilot, test and implementation of five steps. The project team carried out a large-scale evaluation of more than 27,000 primary school teachers; more than 1,000 assessors were trained; a set of professional standards framework for primary school teachers was formed; and the government-related data management system was put into trial operation. In the process of developing professional standards for primary school teachers, the Vietnamese government used the World Bank-funded intellectual resources of foreign experts and encouraged stakeholders such as front-line teachers, principals and educational administrators to fully participate in the formulation of professional standards for teachers so as to ensure that standards Cut, fair and effective.
