企业社会责任(简称CSR)与国家和企业的竞争力密切相关。但是,受各种因素的制约,中国企业在利用CSR理念的能力方面明显存在不足,从而损及中国企业的竞争力。中国政府已经对此做出反应,谋求从标准接受者成为标准制定者。基于中国在人权标准等领域与西方较量的经验教训,中国赢得责任标准之争的途径应当为:切实培养本国企业通过负责任的商业行为追求可持续发展目标的理念、积极进行CSR标准制定方面的国际合作和交流、放宽对经济领域非政府组织的成立及其职能的限制、积极培养企业界的自治能力和寻求在国际社会就CSR制定统一的标准和规则。
Corporate Social Responsibility (CSR) is closely related to the competitiveness of the state and enterprises. However, due to various factors, Chinese enterprises have obvious deficiencies in their ability to utilize the concept of CSR, thus undermining the competitiveness of Chinese enterprises. The Chinese government has responded to this by seeking to become a standard setter from the standard recipient. Based on China’s experience and lessons in the field of human rights standards and the Western contest, China should win the battle for its responsibility standards by earnestly developing the concept of pursuing the goal of sustainable development through responsible commercial behavior and actively pursuing CSR standards International cooperation and exchange, easing restrictions on the establishment and functions of non-governmental organizations in the economic field, actively cultivating the self-governance capability of enterprises and seeking common standards and rules on CSR in the international community.
