节能与能源开发相比,其投资省,平均节省三分之一到一半;见效快,投资回收期短得多;效益好,可以降低成本,提高利润,减少污染,净化环境。1994年我省能源总投资中用于煤炭、石油、电力、煤气等能源工业的投资49.74亿元,占97.1％,用于节能技改的投资1.46亿元,占2.9％。1995年以来节能技改继续呈降低趋向,据投资快报资料,1—7月节能技改(?)源总投资比例只有2.0％。当前节能投资偏少的主要原因初步分析如下:(1)能源价格不尽合理,尤其有些企业长期享受低价优惠政策,难以激发节能投资行为。(2)大多数企业能源占总成
