From the approval of the Confederation Ordinance in 1781 to the establishment of the first federal government in 1789, it has been called the “confederal period” in the history of the United States. During this period, the system designed by the Confederation Ordinance failed to meet the needs of the domestic construction of the newly established countries. People explored it in practice and in theory, hoping to amend the Confederation Regulations. This constantly revised process is the confederation’s continuous exploration of the constitutional reform process and its direct guidance to the convening of the U.S. constitutional assembly and the formulation of the federal constitution, thus opening up a brand new opportunity for the United States to build a new government framework.
