历时四年的企业全面整顿工作已经结束,全国2700多个邮电企业通过整顿,领导班子和队伍素质有所提高,基础工作得到加强,建立了正常的生产秩序。据统计,整顿工作搞得比较扎实,通信服务质量和经济效益提高显著的企业占总数的40%左右;整顿后各项工作有所进步的约占50%。这说明,按照中央的部署,对企业进行全面整顿,方向是正确的,成效是显著的。充分肯定整顿的成绩是必要的,但也不能估计过高,盲目乐观。整顿只是使管理工作上了第一个台阶,离管理现代化这个总目标还有相当长的距离。目前,全国尚有10%的企业整顿后部分工作“回生”或严重“回生”,生产秩序混乱,服务质量下降,分支机构的问题较多。因此,整顿不是一劳永逸的,决不能躺在“验收合格证”上吃老本,所有企业都要向管理的新目标前进。
