历时四年的企业全面整顿工作已经结束,全国2700多个邮电企业通过整顿,领导班子和队伍素质有所提高,基础工作得到加强,建立了正常的生产秩序。据统计,整顿工作搞得比较扎实,通信服务质量和经济效益提高显著的企业占总数的40％左右;整顿后各项工作有所进步的约占50％。这说明,按照中央的部署,对企业进行全面整顿,方向是正确的,成效是显著的。充分肯定整顿的成绩是必要的,但也不能估计过高,盲目乐观。整顿只是使管理工作上了第一个台阶,离管理现代化这个总目标还有相当长的距离。目前,全国尚有10％的企业整顿后部分工作“回生”或严重“回生”,生产秩序混乱,服务质量下降,分支机构的问题较多。因此,整顿不是一劳永逸的,决不能躺在“验收合格证”上吃老本,所有企业都要向管理的新目标前进。 After four years of comprehensive rectification work for enterprises has ended, more than 2,700 post and telecommunications enterprises in the country have been rectified, their leading bodies and the quality of their teams have been raised, their basic work has been strengthened, and a normal order of production has been established.
