正确评价城市规划的实效是关系城市规划事业生存与发展的一项重要工作。本文首先通过辨析和比较规划与城市规划两个概念，指出城市规划是决策──实施的连续统一体。作为规划工作的技术要点，控制城市土地使用及其变化可能间接对城市社会与经济产生特殊影响。然后指出国际规划界面临的危机和切实开展规划实效评价的意义。最后就实效评价的若干问题质疑。作为结论，一方面指出所谓规划失效的言论是武断的，另一方面揭示规划作用性质与过程的研究对于规划实践以及实效评价所具有的根本意义。
Correctly assessing the effectiveness of urban planning is an important task related to the survival and development of urban planning. Firstly, this paper discriminates and compares the two concepts of planning and urban planning, and points out that urban planning is a continuum of decision-making. As a technical point of planning work, controlling urban land use and its changes may indirectly have a special impact on urban society and economy. Then it points out the crisis faced by the international planning community and the significance of effective planning evaluation. Finally, we questioned several questions on the effectiveness evaluation. As a conclusion, on the one hand, it is pointed out that the so-called failure of planning is arbitrary, and on the other hand, it reveals the fundamental significance of the research on the nature and process of planning function for planning practice and evaluation of effectiveness.
