In the 1980s, the international economic pressure has made trade policy play a central role in the operation of the world economy. The continuing unemployment in Europe and the appreciation of the U.S. dollar in the first five years have exacerbated domestic pressure to limit imports. The growing trade surpluses in Japan and other Asian countries have prompted U.S.-led trading partners to demand easier access to their markets.
