目的:研究和探讨基本公共卫生供给效率与补偿方式之间的关系和作用机理。方法:运用劳动力供给弹性理论,建立基本公共卫生服务供给效率运行模型。结果:工资率、雇佣人数、工作小时数以及工作效率是具有相关性,调整工资率会影响工作效率。结论:提出我国政府要加大对基本公共卫生服务投入,采取多种补偿方式组合应用的形式,同时加大绩效考核力度,充分发挥基本公共卫生补偿方式积极作用,从而提高基本公共卫生服务水平和效率。
Objective: To study and explore the relationship and mechanism between the efficiency of basic public health supply and the mode of compensation. Methods: Using the elasticity theory of labor supply, we establish a model of efficiency of supply of basic public health services. Results: Wage rates, number of employees, hours worked, and work efficiency are relevant. Adjusting the wage rate will affect work efficiency. Conclusions: It is proposed that our government should increase the input of basic public health services, take the form of combined application of multiple compensation modes, increase the performance evaluation and give full play to the active role of basic public health compensation so as to improve the level of basic public health services and effectiveness.
