按照國務院的命令,市鎮糧食定量供應辦法就要開始實行了。這種辦法比現行的按戶核實供應辦法更加合理。這個辦法實行以後,市鎮居民食用的糧食,就要按照居民的勞動差別和年齡大小,分等分類定量供應。工業和行業用糧則按照它們正常和實際的需要,經過本單位的計劃和主管機關的批准,適量供應。城鎮牲畜飼料由各業戶按照規定編製計劃,經過批准定量供應。這種糧食分配辦法,在我國目前情况下是最合理的。實行糧食定量供應的直接目的是提高糧食供應工作的計劃性,更合理地分配市鎮居民和其他方面需要的糧食,以便杜絕浪費,節約糧食。我國從一九五三年秋季開始實行糧食統購統銷以後,取消了糧食的自由市場,有效地限制了糧商的投機操縱;事實证明,這是穩定糧食市場、保證糧食供應的决定因素。但是,由於城市供應計畫偏寬,管理鬆懈而又缺乏嚴格的制度,以致糧食浪費未被有效制止,糧食銷售數量繼續增加,到今年春季,竟遠遠超過去年和前年的水平。如以一九五五年第一季度
