基层公安机关是一个面向社会的作战实体,其公安产品都是通过与社会直接接触的基层一线单位创造出来的,引导警力下沉以保障基层警力充足的重要性由此可见。然而,我们必须注意到作为理性的民警,也会追求约束条件下自身利益的最大化。换言之,面对上级机关与基层一线在货币收益和非货币收益方面差距较大的情形,他们理性的行为选择是不言而喻的。认清这种环境条件,对理性民警的行为选择模式也便容易识别,在此基础上,对这种环境条件加以修正或调整,当属理性民警下沉的基本条件。 The grass-roots public security organs are aiming at the community-based combat entities. Their public security products are all created through grass-roots front-line units that are in direct contact with the society. It is thus clear the importance of guiding the police to sink so as to ensure adequate police force at the grassroots level. However, we must note that as a rational civilian police, we will also pursue the maximization of our own interests under the conditions of restraint. In other words, in the face of a situation where the higher authorities and the grass-roots level have a greater gap between monetary and non-monetary returns, their rational choice of behavior is self-evident. Recognizing this kind of environmental conditions, it is easy to identify the mode of behavior choice of the rational civilian police. On the basis of this, the correction or adjustment of such environmental conditions is the basic condition for rational civilian police to sink.
