开展农村社会养老保险是国家为保障农民老年基本生活而实施的一项重要的社会安全政策。我国是一个农业大国,如何确保农村社会养老保险工作的顺利开展,积极稳妥地解决好农民的养老问题,直接关系到农村的稳定和国民经济的持续、健康、稳定的发展。本文通过分析我国农村社会养老保险制度的现状及存在的问题,提出了建设有中国特色农村社会养老保险制度所必须遵循的原则和具体对策。 Carrying out rural social endowment insurance is an important social security policy implemented by the state to guarantee the basic livelihood of the elderly. As a big agricultural country, how to ensure the smooth progress of rural social endowment insurance and solve the problem of providing endowments for the peasants in an active and steady manner is directly related to the stability in rural areas and the sustained, healthy and stable development of the national economy. By analyzing the current situation and existing problems of the rural social pension insurance system in our country, this paper puts forward the principles and specific countermeasures that must be followed in building the rural social old-age insurance system with Chinese characteristics.
