食盐私贩是个沉重、经久不衰而又无法回避的话题。盐在国民生活中的须臾不可缺少以及在国家收入中的绝对核心地位决定了封建政府必然对私煮私贩进行严厉的限制和打击。但历朝历代,私盐屡禁不止,对私盐的整治因为各种各样的原因,收效甚微。长此以往无疑对社会经济秩序、对和谐社会的发展等等造成不可估量的损失。尤为揪心的是,宋代私盐(海盐)的形成途径如巨大盐利所致、管理力量不足、官员监守自盗等几乎被复制到了今日的私盐贩制领域,加之私贩的网络化、隐秘化,使得打击、根治私盐困难重重。
