在快速城市化发展的背景下,城市的建设用地规模已接近城市开发的增长边界线,已经没有新的土地可以继续支撑城市的快速扩张。旧有的“粗放型”小城镇建设将逐步退出时代的舞台,取而代之的是以“存量挖掘”和“内生依托”为特征的新型城镇化模式。虽然面向城镇存量土地的再开发逐渐成为地方政府解决土地资源紧缺的重要途径,但是对于存量土地却没有系统的分类,在存量土地盘活过程中也缺乏相关土地政策的支撑。研究小城镇存量土地的再利用,可以对城镇土地进一步优化配置,以求得城镇土地资源的最优配置和最佳使用。文章通过对成都小城镇存量土地的分类以及提出相应的再利用模式与政策建议,探索成都小城镇存量土地再利用的新途径。
In the context of rapid urbanization, the size of urban construction land is close to the growth boundary of urban development and no new land can continue to support the rapid expansion of the city. The old “extensive” small town construction will gradually withdraw from the stage of the times and replace it with a new model of urbanization characterized by “stock excavation” and “endogenous support.” Although the redevelopment of urban stock-oriented land has gradually become an important way for local governments to solve the shortage of land resources, there is no systematic classification of the stock of land and there is no support for relevant land policies in the process of stock-based land revitalization. Research on the reuse of the stock of small towns can be further optimized allocation of urban land in order to obtain the optimal allocation of urban land resources and the best use. Through the classification of the stock of small towns in Chengdu and the corresponding re-use mode and policy suggestions, the article explores new ways of reusing land in Chengdu small towns.
