建立由政府组织、引导、支持,农民自愿参加,个人、集体和政府多方筹资,以大病统筹为主的互助共济的新型合作医疗制度,提高农村医疗保障水平,是现阶段我国农村卫生工作的重点,是一项事关农民健康、农业发展、农村繁荣的“民心工程”、“德政工程”。按照常州市第九次党代会、市十三届人大一次会议精神,我市在率先全面建成小康社会、率先基本实现现代化的进程中,应当使广大农民群众能够享有与经济社会发展水平相适应的基本医疗服务,经过3年的努力,在全市农村基本建立以大病统筹为主的新型农村合作医疗制度和医疗救助制度,使农村人口参保率达到80%左右。 Establishing a new cooperative medical system based on mutual assistance and mutual assistance based on major diseases, and increasing the level of rural medical care by establishing, guiding, supporting, and participating in voluntary activities by farmers, individual, collective, and government funding. It should enable the broad masses of peasants to adapt to the level of economic and social development. After three years of efforts, basic medical services have basically established a new type of rural cooperative medical care system and medical assistance system based on large-scale disease co-ordination in the rural areas of the city, so that the rural population participation rate will reach around 80%.
