对城市轨道交通可能面临的涉核与放射性事件的风险进行了分析。结合上海轨道交通的实际情况,分析了城市轨道交通遭受各类涉核恐怖事件的现实可能。认为上海市轨道交通发生核与放射性恐怖事件风险来源为核研究机构与涉源单位,最容易发生的核与放射性恐怖事件类型为涉及放射源的恐怖事件。据此,从阻止、探测、响应3个层次上提出了城市轨道交通涉核安保工作的总体建议,以及相应的应对措施和应急处置方法。
The possible risks of nuclear and radioactive incident to urban rail transit are analyzed. Combined with the actual situation of Shanghai’s rail transit, this paper analyzes the reality of urban rail transit suffers various types of terrorist incidents related to nuclear weapons. It is considered that the nuclear and radiological terrorist incidents that cause the risk of nuclear and radioactive terror in Shanghai’s rail transit are the nuclear research institutes and the source-related units. The most likely type of nuclear and radiological terrorist incidents are terrorist incidents involving radioactive sources. Accordingly, from the three levels of prevention, detection and response, this paper puts forward the overall proposal of nuclear rail security in the urban rail transit, as well as the corresponding countermeasures and emergency measures.
