我省地处华北平原,交通比较方便,有比较丰富的煤铁资源。煤储量达140亿吨,铁矿石储量达61亿吨,是发展钢铁工业得天独厚的优势。河北省面积约19万平方公里,人口五千多万,平均每人有钢约38公斤。西德面积约24.8万平方公里,人口六千多万,平均每人有钢约730公斤,比我省每人多18倍。我省钢材品种少、型材和线材比重大,板材比重小。据1980年统计,全省板营带材仅占轧材总量10.75％,全国为34.5％,美国、日本、西德都在60％以上。我省钢铁工业将有较大发展,在钢材品种上,应增加板材的比重。为此在有条件的大型企业老厂技术改造应建设中厚板轧机。现有中板轧机改成半连轧薄板轧机并增加冷轧薄板轧机。在有条件的中型企业应建设热轧带钢轧机和热轧薄板轧机,力争使全省板
